This fundamental convention sets the overall minimum age for admission to employment or work on 15 years (13 for light work) and therefore the minimum age for hazardous work on 18 (16 under certain strict conditions). It provides for the likelihood of initially setting the overall minimum age at 14 (12 for light work) where the economy and academic facilities are insufficiently developed.
